After looking at several websites, I have to conclude that Star Logic is a marketing name, not a manufacturer.

Check the label on your units for an FCC ID number, go to this site:

http://www.fcc.gov/oet/fccid/help.html

Unfortunately, the pace of importation from the Orient is so frantic, many items (and makers) don't bother to seek FCC approval so you may not find a number.

If your monitor is listed, you may find who made or imported it so you have shot at getting what you need.

Acer are great products, I have had lots and all worked well.
There are no user serviceable parts on these flat panel's..
Use your warranty if available. This is why buying the extended warranty on expensive electronics is a good policy.
Find a nearby electronics repair shop and get it checked over.

The montior powers on it flickers one time and stays blank

Power supply DC filter caps will be the first place to check.
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses, poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

You can have failing power supply due to bad caps.

I have no picture on my flat screen montior im using a older montior and its works

If the monitor light comes on but you get an "out of range" message, you'll have to start the computer in "VGA mode". Probably your video card is set to a resolution that the monitor won't display.
Just a thought, as you didn't say anything but you don't have a picture.
If this doesn't work, check the power and cord and video cable before you declare it dead.

Monitor has no picture

Yes! :)

Your monitor is not the problem. Check all the connections from the back of the monitor, to the computer.

"No Signal Analog" means your monitor is working perfectly, however is not receiving signal from the computer.

Didnt find any loose cables?
Try unplugging everything. Leave it unplugged for at least 5 minutes. You need to give the system time to drain all the excess power.

Again your monitor is fine, blue light > No signal > orange light is totally normal for your montior.
