Question about Televison & Video
Panasonic CT32SF36A has a color issue that is not affected by changing the color adjustments. The appearance starts with blues and greens in the center and radiating in rainbow colors outward.
Turn the colour down all the way - if the 'rainbow' still exists, it's a purity issue, which means your tube is not being demagnetised properly.
Have the picture tube degaussed with a special electronic wand (by a repairman for a small fee) and replace the degaussing dual posistor (PTC) - near the fuse on main board. Make sure you obtain the correct type number for your model.
If this doesn't fix it, then it's something far more serious and should be submitted to a workshop for further investigation, but that might not be economical.
