Charge Flashing

I just got a Casio Exilim Card. I left it charging over night and when I came home today it would not turn on. I tried to trouble shoot on line and determined it was my battery. The camera is charging now however the red light is flashing and I thought that was the problem. (the light flashing) Is the light suppose to be flashing? How do I know it is charging?
have the same problem left the camera on charge came back and the charger light was flashing and the camera was not charge the manual does not say what this is or how to correct the problem..have exs600 pls any advice
