Re: dryer belt replacement
Remove the front panel. you may need to remove a kick panel below the
front panel. the top panel connects to the front panel by some plastic
push in retainers (you can loosen them with a screwdriver) You need to
prop the top panel up. the belt goes over the top of the drum down to a
drive wheel that is located at the bottom of the dryer.

See if you can turn the drum by hand, there should be some resistance. If its locked you will need to disassembly the dryer and see what is binding. If everything(motor, rollers, pullys)spins freely they you most likely have a faulty motor winding and will need to replace it.
Here is a belt installation diagram:
Dryers have a drive belt that turns the clothes drum. If the belt breaks, the drum stops rotating. Then you need to replace the belt, and often the idler pulley, because the pulley tends to wear out at the same time.
This is your complaint: "My maytag performa quiet series dryer just stopped working. I'm pretty sure that it may be the belt. I'm trying to take it apart. I have the front and top off, but do I need to remove the drum and how?" Following this link, http://www.repairclinic.com/SmartSearch/SmartSearch.aspx, provides exploded view imagery, disassembly procedures, belt routing diagrams, parts imagery and function, parts ordering and shipping information, error code details, just about anything you need to get your appliance up and running again. Just follow the links to navigate through the site. You will need to enter the model number stamped on the manufacturers product information data tag, located on the unit, and not in the User’s Manual. to access your product information.
You did not provide a model number, and since all models are different, I can only say that the drum does not need to be removed in most cases. Refer to the site link below for disassembly procedures. Note: you will need to enter your model number. This is located on the product data tag, which is affixed to your dryer.
Hope this will provide enough information to you, if not, post me back for more assistance.

All service is performed from the front except for the installing the belt back onto the idler pulley. That procedure is done through an 8" removable panel in the rear at the bottom.
