I currently own a 42" Westinghouse plasma tv which does not have a built in tuner. It works fine connected directly to the Dish Network receiver/tuner. Can the 22" Westinghouse lcd monitor work the same way. It has VGA, DVI and S-Video inputs.

What resolution is the AOC monitor capable of using?
What is default resolution of the device you are connecting?
If the default is 1080P and the monitor is not 1080P capable then that would be your problem. You could attach to another monitor or HDTV and possibly turn down the resolution then try again.
no input or signal means that the monitor is not receiving any signal from the CPU and if the power light is amber then and the cpu works fine then there could be a problem with the cable connecting the CPU and the monitor ...check the cable.
The TV is working, the message is coming from the dish box. What you need to do is to determine if the dish box is connected to the dish and that it has signal at the box, because the message it is delivering to the TV is that it is not receiving signal from the satellite. so you have to check the connection at the satellite and at the box because those are the only point that can generate the error you are getting.

It could be used as a monitor if you have on of thoose advanced Digital Tuners, They usually have a DVI or VGA port.Especially the HDTV ones. Connect thoose and you're off. If your monitor supports TV tuning, just connectt eh cable straight away and you should be able to watch TV. I would use digital tuners since they are becoming Widely avaible.
Your LG Studioworks 221U Monitor's input uses either a D-Sub which is a standard 15 pin vga cable or a 13W3C cable which is for cad workstations. On the other hand the output of your Dish Network receiver is either RCA-type audio/video or an S-video output.
Since all are not directly compatible you would need something in between and not just cables. Technically what you need is to convert composite video output to d-sub 15 pin video input. A fine example is COMP2VGA by www.startech.com originally designed for gamers.
There are some in the market that are simple connector to connector such as in http://www.trianglecables.com/1footvgadbma.html, please don't bother since it has been known not to work.
To complete the setup, you would need a stereo amp/speaker pair for the audio out of your receiver.
