The sent problem could be an ISP that is blocking the ports
The receive problem could be a bad MX setup.
Did you have a look at your NS with www.dnsreport.com (enter the domain in the DNS report box, and hit [DNS report] )

If u want to send and recive mails on ur mobile then u need to do some setting on ur mobile for that SMTP and POP3 is vital which will enable ur mobile to send and recive mails for setting Contact ur service provider
