The 7GB is probably the first partition from previous installation. You will need to delete all partitions on drive and then format the drive, that is if all is backed up. once that is done you can create a few "new" partitions and install Windoze to the first partition. make sure to make that one active and/or primary. the other partition you can use for Data.

I want to format the system

well you can use a bootable windows xp disk or actually any bootable windows or dos based operation system,go into your bios and make sure it is set to boot from CD.the rest is kinda self explaing..If you use a dos disk you'll have to Fdisk it or partion the hard drive.then format.if you use a XP cd its really self explaing.Just follow the on screen prompts and go like your reinstalling,When it ask you if you want to delete the partion and yes, then it will ask you to create a partion and yes or type C to create, then it will prompt you to format disk either quick or full.. Always choice full never quick.

Want to wipe hard drive on dell dimension 8250

You don't need a recovery cd (or any other cd) to wipe the hard drive. Boot to a command prompt and type "format c:"

Reinstalling your operating system is the only time you need a recovery cd. If you have no way to reinstall your operating system, don't wipe the hard drive.

I can not reinstall Windows..and hard disk is not working

Your hard disk medium is not working properly or it is disturbed, thats why it cannot read the boot up sequence or 0 sector data. You are facing this problem in both cases as master and slave. The best solution is to change the drive, othervise you hard is not reliable, it may disturb all of your data in future or may not responed or boot up.

Best regards.

MY C drive Booting drive is 30GB, in side c drive file properties is showing 20GB bt free space is showing 2GB

Its probably formatted not to use the entire space of the disk, is there another partition or "D" drive where your restore/backup stuff is? That could be take up the rest of the space. Hard disks are always described as being a certain size but can be formatted by windows tlo split up the drive into smaller chunks called partitions. Your C drive/partition might be way less then 30Gb therefore only showing up as 22Gb

How do I re-format Acer 4200 TravelMate hard drive?

Windows Reinstallation Disk option:

Insert Windows Reinstallation disk into tray, Boot to CD/DVD-ROM by pressing F12 at initial boot screens, delete existing Windows partition, re-create partition, and then follow steps to reinstall Windows. This will lead you to an option for formatting hard drive. I recommend choosing the full format versus the quick, from this point you can let windows install, or just shut the computer down when the format finishes. You will have to watch the progress, though, if you don't want the install to commence.

Boot disk option:

For XP, 95, 98, or ME, follow the instructions at this MS article page. It will walk you through creating a boot disk that will allow you to format.

You will need a floppy disk or CD
