Hey, this victor from kenya. Have you confirmed that the heatsink n coler fan is firmly attached to the motherboard? suc error is usually as aresult of non efficient cooing systems. Also reapply the cooling compound. Use methylated spirit to clear tha old application on the surface of your processor.
If this 2 fail,confirm that you are using a compartible processor to the asrock motherboard.

HI, Clear CMOS or remove CMOS battery, Press the on off switch for 30 seconds. Now go to BIOS setup,and set bios fail save default,and press F10>enter.If the problem same change the RAM if you have a spare. http://www.computerhope.com/help/phoenix.htm
It seems like you have bad MOBO. I recently ordered all the stuff to build 2 new systems. Built the first one, no power, just like yours. Moved everything to the 2nd MOBO, everything worked. I did a RMA on the DOA MOBO. Got the new one and it fired right up. Sometimes you just get bad stuff.
sounds like your system is not booting, that may be, obiusly you just have power but that's it...no boot routine. hope somebody else could help on "how to make sure your system can boot again, then the rest.
Did you try to unplug all AC Power; remove internal surface battery; and then jumper the 'reset' pins from 1-2 to 2-3 ?
Leave in this state for about 5 minutes- then replace battery; re-jumper back to pins 1-2- replace AC power cord.
Sometimes wiping out the BIOS setup information and restarting/re-setting it up will do the trick!
If all was working fine before, then, you have either not connected the cpu power cable, as is sometimes required other than being powered by the processor socket, or your power supply unit is not pentium 4 compatable and is unable to power the processor.
You may have the power and reset connectors on the right terminals, but they may need turning around, normal rule of thumb is if the markings on the connectors are on the outside, then turn them to face inwards.
