It could be that the burners need cleaning or the heat exchanger is blocked , could just need service try blowing it out with air line when it is off

I pulled all the burners out and got some rust out of them. This helped, but still had hard starts. I started playing with the air mixtures ( they were all the way open ) and at about 1/3 open it starts really smooth. not sure what those are supposed to be set at though.

Replace the Thermocouple. That is the item that allows the gas to the main burner.

The thermocoupler is no good. It's that bulb sitting in the pilot flame. when it goes out it shuts everything doen in the main valve. It has to be kept hot by the pilot, that's how it know whether or not it is safe to open the main .

Pilot will light but main burner will not light

if burner lights after jumping valve you have something wrong in thermostat loop. disconnect the 2 thermostat wires on gas valve and use multimeter on continuity setting. if all wires ,connectors and components are good, you will get a tone.since you have jumped out each component in thermostat loop with no success ,i would suspect a bad wire or oxidation on a terminal .

Pool Heater Light main burner then goes out

take millivolt reads while main burner is on.i suspect you will see a drop in voltage until you get to point where it will no longer operate burner(around 200mv).if this is the case you probably have poor pilot characteristics due to dirty pilot, pilot out of adjustment ,obstruction or insufficient gas pressure

Heater won't stay lit

On your main gas manifold you have orfaces that screw into it at each burner. Remove these and see if their are small spider webs in them. They will look like little lint balls. They can keep your main burner from getting gas and in turn keep the heater from sensing flame. The pilot lights and the heater starts but no flame at the main will shut it rite down. See if this helps.
