Go to Control Panel->Device Manager and check the settings for it. if there is an exclaimation mark on its icon there, then right click on it and choose to remove it and reinstall it, or update the driver. then if you can see a normal icon for it there in control panel, you can change the settings for it. There is a joystick icon in control panel. if it still does not work, you might need to install some patch from the manufacturer's web site, check the issue in their forum first for the specific issue of the joy stick. sometimes it just take a fine tune of the device mechanically. you can also make sure there is no conflicts on the devices such as another device is using the same port or something. but for USB devices those may not happen too often. check BIOS for port settings if that cause of issue is possible.
