Is the lid for the tank locked on all the way round? The filter on the underside of this lid should have a 1/4 gap from the lid to the top of the filter. Is the duct in place, front of the tank. Any of these will cause the problem.

Hoover steamvacs don't use belts. If the brushes are not turning, pull the brush block out, turn the machine on and see if the square hole where the brush block was, is turning. If not then the turbine is bad. Sometimes you can take the turbine apart and clean it out. most times I have found , replace it.

Turbine assembly is bad. Get part #23 here http://www.vacuumcleanershop.com/hvrmdlf7205900.htm#B2
Not to bad to put in.
You can also find them on Ebay cheaper.

Hoover SteamVac Ultra (model F5883-900) Threw it away, and had to buy a new machine. Sorry, but I found it more difficult to deal with the housing unit on the machine and just couldn't deal with it anymore. I hope you have better luck than I did with it. I couldn't find ANY help on ANY web sites for this model, just too old I guess.

SOURCE: I have a hoover steamvac
One cause is that the recovery tank lid isn't on correctly and not sealing. If there is a foam filter on the inside of the lid, make sure it has a 1/4 in. gap from the top of the lid. There is another filter, from the bottom, it has a red frame, pull it out far enough to clean it. May have a bad turbine, or the shaft on the top of the brush block broke off. You have a 1 years warranty on this, I would take it in to a warranty repair shop and get it repaired.
