You need a mixer. Connect the microphone to the mixer and also the background music. That way you have separate control of volume for the voice and the music.
The background noise can come from different sources. One of them is from the laptop itself, if the laptop is noisy to begin with.
Ok, by the sound of it both yourself and whoever you're calling have not set up Skype quite right.
On your end, you need to:
Make sure you have a working microphone - try using Skype's built in 'Echo' feature (try calling 'echo123')
In Skype -> Preferences -> Audio, make sure that microphone is selected.
On their end, make sure they've done the same - they must have a working microphone, correctly setup with Skype in order to send you sound.
Hope that helped!
You can do 1 of 2 things. Contact the manufacturer of the Microphone and ask for a replacement or repair instructions or buy a new Microphone. If the microphone is fairly new, try returning it to the store for a replacement.
At first let me tell you should have Operating System Vista for the inbuilt mic to work to get the full performance as it has the drivers.
Got to Start>All Programs>Accessories>Entertainmnet>Sound Recorder.
You can check the mic is working or not.

you need to replace the voice coil. it is already grounded, that is the one inside the mic ball (where you speak or sing). it is not repairable so you need to purchase a new voice coil
