Try taking the battery cover off removing thre battery and sim card and if possible take the front cover off and wipe keys down with a baby wipe and them blow dry with hair dryer all pieces of phone for 5 minutes let sit for a bout 8 hours with all pieces still removed from phone

have you tryed to reset the phone by removeing the battery for a moment?
If that doesnt help, then its most likely a hardware side fault, it can also be a software side fault but in both cases the phone needs to be taken in for service. if you still have warranty, it will save you.
If you don't the repairs might cots, contact your dealer, a motorola shop or a local professional for repairs.
