I think you need to check all capacitor in vertical section. Maybe there is a leaky capacitor, and one the cause of black bar.

Moniter won't come on

The problem is in the power supply board often caused by one or two capacitors that open, some will show a bulge at the top making it easy to spot.

You most likely have a wide screen and the screen resolution needs to be adjusted to suit the monitor.
Go to the Control Panel - Display and adjust the screen resolution until you get a normal image and correct screen aspect screen ratio. Start with a screen resolution of 1024X768 and gradually increase it until you get an image that suits your screen.

Sounds like you might have a newer widescreen (16:9) LCD hooked up to an older computer that only supports 4:3 aspect ratio monitors. Try updating your video driver to see if that will allow you to adjust for the resolution and aspect ratio of the widescreen LCD.

I have a new flat panel 21" monitor which I love. However, photos which I took of taller objects and some Windows games appear too wide and not tall enough. The same thing can happen on the new TV's when...

It sounds like you have the resolution set wrong. Typical monitors are setup with a 4:3 aspect ratio. With the widescreen monitors, you have to get a resolution that will support the 16:9 I purchased a dell monitor a while back that was the same way, and I just went in and made sure I had it set for the 16:9 aspect ratio.

Right click on the desktop, go to Personalize(Vista) or Options, and then system tab, and slide the bar along the resolution ruler to the correct size. Play with them a little too, to make sure it fits you best. Some of the higher resolutions will show more screen space, but will have smaller text.
