I am sorry to hear about your iPhone. The most important thing you can do is disconnect the battery and do not reconnect it or attempt to power the phone up util you are certain it is completely dry inside and out.
One you are sure the phone and battery are completely dry, you can attach the battery and attempt to power the phone up and see if ti works. If it does not, then you will probably have to get service on the phone through the manufacturer or your carrier. Unfortunately water damage would probably not be covered by any warranty the unit might have, so you will probably have to pay for the repairs. Depending on the extent of the damage it may make better economic sense just to replace the unit with a new one.
