Question about U.S. Robotics 5699B (USR5699B) Modem
I've got a dial-up connection at 19.2K verified by AT&T,
a USR 5699B Modem (with the latest drivers installed...)
and XP Pro.
It's just... no go.
I'm getting very difficult connections and fluctuating speeds of...
I kid you not.
It's a modem problem.
And how to fix it?
Hoping somebody out there has a solution.
It may not be a modem problem at all but a phone line problem. Do you hear static when you use your regular phone? If so, that static is causing your modem to connect at lousy speeds. You need to have the phone company check out the line, usually at the junction box.

a 6ya expert can help you resolve that issue over the phone in a minute or two.
best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.
