The sound that you hear is the blower that is covered with ice. because of a very low temperature. Adjust the temperature to a warmer setting to fix the problem.

Why did the shelf under lower bin freeze?

Many refrigerators today are having issues with the drain hoses clogging. This lets water collect in the lower drawers/shelves where they either leak onto the floor or freeze. Unclogging the hose is the only fix for this. Manufacturers know about the problem, but are doing nothing about it since they rarely need cleaning before the end of the warranty periods.

Dishes are not getting clean. Dishwasher does not take off the smallest speck of food. Hot water works. Cycles sound the same

There could be a couple of things that might be affecting the cleaning ability of your dishwasher.
First, there is a pipe/tube that runs up the back of the inside of your dishwasher. This provides water for the top spray arm. The spray arm has a feeder tube that covers the pipe in the back. If for some reason the feeder tube has come dislodged, the water just drips back down into the dishwasher, never touching your upper shelf. My children used to put large items into the lower shelf and in so doing, would dislodge the upper spray arm feeder tube. Just pull out the upper shelf and check to see that the tube is in the correct position. This should solve the problem.

If not, it could be that the upper or lower spray arms may have debris that keeps the water from being forced through the jets. You'll need to flush the arm with the spray attachment on your kitchen sink. I sometimes use tweezers or a toothpick to dislodge bits of peelings, paper, or bone that manage to get into the sprayer arm.
I hope one of these tips helps. If it does, please come back to fixya and rate my answer.

Water is dripping into the refrigerator and pooling under the fresh food drawers

Your drain tube may be stopped up with ice at the upper end because it drains too slow because it's stopped up at the lower end in the evaporator pan under the unit at the floor. It can get dust and mold in it. Once you get the ice out at the top a little pressure with a turkey baster will usually clear it out. Flushing it out with hot water and clorox may help.
Make sure it drains quick enough to prevent refreezing. . The drain should be located below the evaporator coils on the inside of the freezer at the bottom of the rear cover.

Food freezing in refrigerator and water dripping

The problem with the water is that the drain tube is plugged. The easiest way to fix this and to save money is to unplugg the refrigerator and leave the doors open all day. This will thaw out the drain tube without a service technician coming out. That will fix that problem. With it freezing the food on the where its not supposed, This may be a bad cold control. But try unplugging the unit for a day with the doors open and this may fix both problems. (i know it will fix the water issue)
