Emerson TV/DVD/VCR 27 IN won't cut on (by 2 users)

I went to cut on my TV with my remote yesterday and the light comes on as if it is cutting on and then cuts right back off. I turned it on from the button and it does the same thing. My cousin told me today that it sounds like a fuse has went out and I need to replace it but I don't know anything about TVs so can someone help me.

Cannot turn on the TV with the remote or the power button on the front. When the power button is pushed (remote or front panel) the tv sound like it is coming on, the tube generates that staticy sound then less than a second later it turns off. No flash from the picture tube, no audio, just attepts to turn on then immediately shuts off.
