Hello,
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. Most of the Bissell’s the belt is changed from the bottom or the top is removed and you service it from the top. There are usually screws, clips or levers to remove the bottom plate or top cover and once that is removed then the belt change. If the belt is a flat belt the recommended belt change is every 4 to 6 months and id it is a geared belt then you would change it once a year for the best cleaning. If you have questions, refer to the owner’s manual in the trouble shooting section, if you don’t have an owner’s manual then you can contact the Bissell Factory cust serv listed below. So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions.

How to replace belts on bissell model 1694


Generally, remove the screws from the bottom of the vacuum, remove belt and try supergluing it together and leaving for 24hrs before putting it back as it's worked for me. Take a pic for reference so you can put it back correctly.

Changing a drive belt


Turn the unit upside down and on each side of the roller brush is a red piece of plastic with screws remove and take off roller then you will see the belt drive stem place around stem and on roller and pop back in, Reassemble. Steve

Is there any reason the water won't come out?


You need to replace the pump belt, that is why the water is not dispensing and you need to replace the brush belt, that is why the brush isn't spinning. Here are the belts you need.

How to change the belt on a bissell powerbrush deep carpet cleaner.model 1694


Turn the machine OFF (O) and unplug from
the outlet. To check if the brush belt or
pump belt has broken, you will need a flat
head screwdriver. Insert the blade end into
the lower slot of the belt access door to
release the lower snap. If necessary, insert
the blade end into the upper slot to release
the upper snap.

Bissell steam shampooer


There is a lint screen, but not really another filter per say. But you may have a stretched pump belt. Here is a link to your manual at the manufacture's web site. This link is only to YOUR manual so I am not suggesting any particular place to purchase from. http://www.bissell.com/images/UserGuides/1694-8806_607.pdf
When you look in this manual, on page 11 you will see the common wear parts on your machine... it's a good idea to have extra belts around incase you are having now.
