My toto very often runs until we lift the handle to stop it from running. It will often flush a few times while it is running. It is brand new. We have adjusted the chain but it seems the handle is sticking or not lifting?

there should be a screw adjustment on the ballcock or fill assembly...screw that down some to adjust...that regulates your tank water level....that screw goes in or out to adjust...one or other should do the trick...may have to do this a few times to get proper adjustment...good luck..
It could be the type of flap you are using. I would suggest you try a different shaped flapper (a cone would work best) and if that doesn't do it, put a new kit into the unit, because it could be that the float system is sticking causing it to continue running.
1. CUT THE WATER OFF AT THE WALL
2. PURCHASE REPLACEMENT INTERNAL UNIT FOR 10 BUCKS AT WALMART
3. INSTALL IT WITH THE INSTRUCTIONS PROVIDED
4. PROBLEM FIXED FOR 10 BUCKS
The rubber stopper that is inside the back of the tank is allowing water to get by do to: (1.) Be wore out- must be replaced with a new one. (2.) The chain that is connected to the flush handle needs to be adjusted. However, if it has not been messed with recently, then it will be the (1.)
flapper most likely needs to be replaced not sealing completely is one problem----- the other is float level not shutting off water valve --and other is bad water valve not shutting off or worn and needs to be replaced remove cover and turn water on watch water level lift float up if water turns off valve good----turn off water if drain down flapper bad and needs replacement costs a couple of dollars to replace -if water stays level in tank than float needs adjustment or replacement
If your hooked to city water it can be cause of the high water pressure comes across and keeps flapper from seating rite. Take a empty plastic bottle, cut it in half long ways. flush toilet then place plastic bottle between fill valve and flapper, trying to devert water away from where flapper seats. good luck.
1-check water level make sure it doesnt fill over flush valve.2-check handle make sure its not sticking and chain isnt catching on anything when flushed.3-replace flapper i like KORKY flappers. the red ones. like 6$
