My toto very often runs until we lift the handle to stop it from running. It will often flush a few times while it is running. It is brand new. We have adjusted the chain but it seems the handle is sticking or not lifting?

Toto toilet will not flush. Arm does not move inside.

You need to hook up the drain mechanism or (flapper chain, if it is hooked up you need to shorten it so when you flush it lifts the flap.

Flush problem with toto toilet

If your hooked to city water it can be cause of the high water pressure comes across and keeps flapper from seating rite. Take a empty plastic bottle, cut it in half long ways. flush toilet then place plastic bottle between fill valve and flapper, trying to devert water away from where flapper seats. good luck.
