Can't get to the C: Prompt

Hello I have an error that states You Must Download Config Info From The Host. Press Enter.

I need to get to the C: Prompt in order to upload the config tool from our host. I have tried Alt Ctrl Del on the handheld which has worked in the past but it keeps restarting the handheld and taking me to the error that is listed above. Can you please let me know how to get to the C: Prompt? Thank You.
