Here are a few suggestions that may help you with your problem....
1. if you are using wireless, switch to an ethernet cable to connect D250 directly to your router.
2. if direct connection is much faster, the problem may be to much local WiFi interference.
3. if sluggishness persists, your D250 may need to run something like Advanced SystemCare.

5. can defrag by using start > All Programs > Accessories > System Tools > Disk Defragmenter
6. if none of this works, simplest and most effective method is just do a restore using eRecovery.

If have little or no data or you can copy all data you want to keep to a USB stick or thumbdrive then preferable to completely restore system to factory defaults. After recovery, run network connection wizards to set up your network connections and or wireless connections again. Plugging in USB connected hardware will cause Windows XP to use plug-and-play to do driver setups for the devices.
