Rather looks like overheating of the FETs in the inverter, they are driving HV-transformers. Open the monitor, remove metal lid and observe inverter board. If PCB under and around these FETs is darkened, replace them. These Dells hard to open. Take the foot off and unscrew plastic cover. Then using flat screwdriver with wide blade separate plastic halves of the case, starting from bottom edge and moving to opposite. It might be sweaty.
