Its the lower buffer card.. (y buffer lower board) they cost about $90.. i changed mine myself on my samsung hpr-4262 42 inch plasma.. pretty easy,, took approz 20 minutes.. the card has 3 ribbon cables and 3 other connectors and 1 screw.. removing all the screws out of the back pannel took the most time.. i found the repair manual for my tv on line for $13 (download PDF file) the manual had a trouble shooting section and what board to replace for each problem.. got the manual from here http://store.payloadz.com/ ordered the replacement board from www.partstore.com

Your unspecified new tablet has a brand and a model, So try to do a factory reset to your new tablet. Maybe it is in your user's manual.
If you don't know or cant find out how, input a google search for those terms:
Factory hard reset brand model
If your tablet is still acting up after reset, take it back from where you bought it, It's new and should have warranty
Hello Debra, from what you,ve just said it appears your phone is in "Safe mode". And once that happens, you"ll be unable to use apps on the phone. So here's a quick tip to what you can do(if you can) or otherwise give a technician.
First: check the down volume button to see if it's constantly pressed down on its own. Cos that's where the problem starts. If it's not then move to step two. If it is, then guess it's not what you can do. You"ll have to give a technician in a repair centre to have the button changed/replaced.
Secondly: remove the battery, and try to fiddle i.e keep pressing the up and down volume buttons for few seconds before putting back the battery and power on. If same issue occurs then am afraid you'll have to take to a repair centre.
Prior to the Windows splash screen do you see graphical issues ( black background, white writing, or bios splash screen) if you don't then the problem is with windows and will need to be reinstalled. Samsung ship laptops with a windows cd and is a fairly basic wizard. If you don't know how to do this google is full of guides. If you however see graphical problems right from turning the laptop on then there is likely to be a hardware fault straight from the factory. Contact Samsung and they will repair / replace the laptop through warranty. I have seen several Samsung laptops brand new from the box do this and It turned out to be a hardware issue and was replaced on warranty. Good luck.
There's an icon on the bottom of the screen that says "Applications". In there you can find the Browser app, and possibly the Facebook app (I'm not sure if it comes pre-installed).
Also there is an app titled "Market", which will allow for you to install various apps you want, like the Twitter app, or the Facebook app if it isn't already installed.
Its the broadcasting company and there "new technology" Have had an over the air box to get local HD channels and lost my PBS station, turned out to be a new signal incompatibility. The same is with my HP-S4253. Must not have the latest SW to process the new signals
