Enter your account then on your upper right enter account and press help center.on the search tab write"how do i permenantly delete my account.and it will ask you are u sure press yes and u r ready.thats it

theres no problem with your account in facebook. your browser which is internet explorer is probably broken. try to remove and download then install a new internet exporer, you can do this by updating your windows. or you could just download mozilla firefox and access your facebook on it.
It could be network congestion/faults in your local area or a temporary fault on Facebook.com. These things can happen sometimes and you just have to be patient and try again a little later.
Facebook.com is accessible from the UK as usual. I hope you can now access the site.
