Sound and picture go in and out as picture rolls upward on any input.

Check and replace all the electrolytic capacitors at its main power supply regulator bard, or replace the regulator board as card basis. If you wish to know more, check the site linked here. It has details. Pull up previous posts there, either by type in the model name to your set in its search box, or view it in Mosaic /Timeslide option.

Diagnosing a LCD blank screen problem.

Recently a 3 year old VIzio TV I bought started having problems. The set would turn on normally for a few seconds then the picture would go dark with everything else operating normally including sound. Remembering a similar laptop computer problem I diagnosed previously, I immediately suspected a defective TV screen backlight. To verify this in your own TV, get a very bright flashlight and with the TV operating in the failed blank screen mode, shine the flash light into the blank screen from various angles and distance (including touching the screen). If the LCD is still operating, you'll see a dim motion in the flashlight's reflection, thus proving it is indeed a failed backlight.

When TV is off and there is a power outage the TV

This TV has a Power Standby feature (pg. 40 of your manual) which allows you to more quickly turn ON the TV. When power is lost and then restored, your TV will display the HP logo screen while it boots the digital circuits. After it is finished, (unless it was previously turned on) it should appear to be OFF. This is normal operation. If you like, you can change this setting to LOW POWER. At this setting, each time you turn on the TV, you will see the HP Logo screen and picture/sound will appear after 20 seconds. Again, take a look at pg. 40 of your owners manual for more information.

Dead screen

this would be due to a convergence issue either in the color wheel or the ballast. It is probably a balast that will need to be replaced.
