"Govenor hunting" caused by a lean condition ,carb is starving for fuel ! Dirt in carb or water,or out of adjustment ,or leaking throttle shaft ....usually it is a plugged low idle passage, that causes this condition, and is almost impossible to remedy, but a good cleaning might help .....does it only governor hunt at low idle ? If so thats the issue !
Sounds like a fuel problem. If you have a fuel bowl on the bottom of the carb take it off and clean and clean out the fuel jets that are in the bolt that holds the bowl on. Quite often that is the only problem. Make sure you put it back on with the gaskets in the right place or it could leak.
Immediate thought is that something got ingested into the needle feeding the carb. Might have to remove the carb and clean it out thoroughly to maintain fuel flow through the engine. Generally if it runs a few seconds and shuts down then it is running off the initial burst of fuel and then starving out for any more from there.
