The problem of this monitor is, when you turn on it shows a very clear picture then it turns black after like about 3 seconds but the power led indicator stays on. When you switch off and switch on again it does the same, shows clear picture then turns black after few seconds.

Normally when this type of problem happens, the first suspect would be the inverter board, then the filter capacitors and lastly the mainboard.
A defect in one of the lamps and faulty inverter IC may cause the display to shutdown as well. If the lamp is defective, it will send a feedback and cause it to stop producing output signal thus the display just shut off once you switch in ON.

Capacitors on the power board inside the lcd monitor have blown they can be replaced with new ones and the monitor should return to normal operation. service center or if you feel capable you can do it your self with a soldering iron and the correct caps that have blown you need voltage and micro faradays usually 25 v at 470 mfd (u)however monitors use different kinds and voltages can be different it will be marked on the side of the damaged capacitors. l8r
open the monitor there is a vertical ic which has small alluminium heat sink ckeck 12v supply to ic if present then remove ic & check 12v at same point if present then replace ic if absent then check 12v regulator ic if faulty replace it
There is probably a bad capacitor within the monitor that will not allow the picture to "hold" in the on configuration. This will need to be replaced. You can send it back to Phillips, or 17" monitors are pretty cheap these days. I would suggest a Samsung or BenQ. They both carry 3yr warranties.
If your power cord plugs in to the back of the monitor, then you can find one just about anywhere that computer stuff is sold, like Radio Shack and Wal-Mart. You might be able to be able to get one free from a locally owned computer repair place as they most likely have extras lying around. Doesn't hurt to call and tell them you need one. If you have to buy one, they aren't expensive, usually 5 or $10. Please let me know how it turns out!
XEROX 19" (XG92D) 5 MONTHS OLD...IT GOES TO WHITE WHEN WINDOWS TELLS IT TO TRUN OFF AFTER 2 HRS...IT GETS HARDER TO COME ON EACH TIME IT IS TURNED OFF. I TOLD WINDOWS TO NEVER TURN IT OFF. IF THE POWER GOES OFF I MUST TURNED IT OFF AND ON MANY TIMES, THEN IT COMES ON.
