First you have to download and install scanner drivers, then your system will know it has a HP scanner attached. Go to HP.com website, choose support and drivers, enter your model and choose a driver for your operating system. Download and run the downloaded file to install the driver, and plug the scanner in when asked to by the installer.
Install the driver.
use the compatibility wizard, search for the programme, to change the settings for this programme to use xp sp2, Tick the box, tick the box run as Administrator, this will let the PC think your running xp for the driver,
Now try Printing something.
Disconnect the printer or at least be sure it is turned off.
I'd do both and reinstall the CD software program that came with
the printer. When the software program asks you to connect the
printer to the USB port, do so and it should again work properly.

It may happen if you are using HP Scanjet 5590 scnaner on windows XP. I suggest you to completely uninstlal the scanner software and then install the version 9.0 from the below link. It is the updated version for Vista but work on XP system..
