you can try to go to dell.com and search for video card optiplex 740 to find the available video cards which are compatible to your computer. you may try to search for these to see if they fit your needs and budget part# A2829980 (VisionTek Radeon HD 4650) Part# : 321-0113 (Dell 1 GB Radeon HD 7570). you will also find other matches with lower specs and price for you to review and decide if any of them will work for what you need.
the specs is already good for browsing and some sort of document editing. however, if you wish to play games or do video editing, i suggest you get a good video card. 1gb video card will be good. Even if you have a good amount of ram but your video processing memory is shared, it will definitely slow your computer.
Please check the back of the packaging for your game and see that your computer meets minimal requirements also older games will not work due to age. If this game predates 2000 you may not be able to play it with out tweaking windows.
did you install the software for the card? it may be a plug and play, but the drivers are not. try re-installing the software. if that fails, try downloadimng the latest version for the card at ati website.
First I want to mention that the Dimension 2400 is not really a pc that's made for playing games. There is no AGP or PCI-express slot on the motherboard, so you'll have to use the (slower) PCI slot.
