That blinking cursor is the way in which the BIOS is telling you that Windows is missing - its most critical, core files have been corrupted beyond repair. The only thing you can do is to reinstall using the recovery cd.
It sounds like a problem loading the operating system. Try booting from an installation CD to see if anything comes up... if it loads from the CD, there could be a problem with your hard drive. When it turns on, try entering the BIOS by pressing the correct key (usually DEL, F10, F12, or F2) Make sure that the boot device is set to your hard drive. If you do this and it loads with an error saying 'insert boot media' or 'boot device failed' you'll have to either try fixing your boot sector (which can get tricky, but I'll walk you through it if you really want to attempt it) or a much easier fix, reinstall the operating system.
