Your pump probably needs to be cleaned after sitting so long unused the piston can get stuck.
Open it up and disassemble the pump clean the piston and make sure it moves well in the cylinder reassemble and it should now work.

Steamvac will not **** up water

Check the lid on the lower tank. The front of the lid lips over the tank to lock it on and snaps in the back. You probably haven't locked the front edge down

I do not know how to operate are hoover steam vac

pull out water container, fill the inner "bag" with hot water and cleaning solution, (the dirty water goes outside of the "bag" inside of the container. First run, squeese trigger to wet area, leet sit for a minute or two the go back over it until you feel it has picked up enough of the water. It will still feel wet, but as long as it was not picking up any water when passing over the area, thats all you can do. run fans and open a window.

Hoover steamvac won't spray water/cleaning solution

Clogging of the pump that sprays water/cleaning solution is very common in Hoover and Bissell Steam Vacs. Try running a cycle of 1part vinegar or CLR to 3 parts warm, distilled water through the vacuum pumps. The heads get clogged with soap and the water pumps get clogged at the opening of the flash heater due to minerals in hard water. If you want to extend the life of your steam vac, don't use the heater unless you are using distilled water. This can get expensive, so I recommend not using the heater.

I own a hoover steam vac model f5915-900 and i currently have two problems. 1. the brushes are spinning at a much slower speed. 2. the steam vac is not picking up the water it leaves on the carpet....

the reason the brushes are not spinning is because the belt is slipping, the belt is the bad that connects to the brush to a shaft that makes it spin. Next problam is it is probobly clogged. so water is not going through all the way

I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. I have a similar Hoover “SteamVac” and the vacuum does not create steam as you stated, but you do have to use the hottest water with cleaning solution and the Hoover will clean your carpet by spraying down the solution, the scrubbing brushes will loosen the dirt and the vacuum will pickup the excess water until the holding tank is full and then you have to empty it, and then start again. The word “Steam Vac” is something that the Hoover factory labeled but so far I have not seen anything that actual produces “Steam” while cleaning.
