You need to first disarm the alarm which is the Light Green/Orange wire located in the drivers door harness, connect this wire to ground trough a 680 Ohms resistor, (you can find this resistor at your local radio shack, ask for it and they will help you up). So the best way get a piece of wire connect the resistor at one of the ends, get another piece of wire and connect to the other side of the resistor.
Now connect one of the wires to the Light Green/Orange wire of the car and the other wires just touch ground and you're done, try to turn the engine on.

you have to do that cycle 3 times,battery needs to fully charged.
Hood to stay closed,doors also(roll down the drivers window)
Kill the DRL headlights if possible(try putting the E-brake on)
Crank and leave key on,10 min or till light goes out,then key off,,no need to wait 5 min here,crank again.leave key on,,,,,3 times.
By the way,disconnecting the battery in that vehicle will not do anything like clear codes or memory,may need the radio code in the owners manual also.

98 and 99 intrepid was manufactured with weak fuel pumps causing them to vapor lock try pouring cool water on the fuel rails on the intake to calm vapored gas then try to start it. Even the temp gauge at half way mark is probably still low on coolant causing engine to be warmer than normal causing the vapor lock to fix this problem replace the fuel pump with a 2000 or newer intrepid fuel pump that carries a little higher psi to prevent vapor lock from reoccurring this pump is compatible with your 98 it will plug right in

You have a immobilizer in the ignition you will need to have it scanned to the key...Some mobile locksmiths can do this.
