Right click on your desktop and go to properties and you will find the settings. If that does not work you need to update your driver.

Driver Install;
Look on the Company site under drivers and downloads. You will have to put in your model first and then the serial number sometimes. After you find your product you will find the drivers and more programs if they have any.
After you download the driver you might have to put it in a folder for it to be stored in. After you put it in a folder, unzip it in that folder and it should have an .exe file. Click on this and it should do the install. If it does not do your install you can go to the Device manager and click on the device and tell it to install or upgrade the driver. Then you will need to direct it to the folder where you have the unzipped file. This should correct your problem.
You can click on my name from now on and I will do my best to answer your question within a day.

Toshiba Satellite displays a 16-bit color resolution after I replaced the video cable, what is causing this?

Click Start/Control Panel and look for Display or Appearance and Personalization. Open the Display, then click the Settings Tab. You can change the color from 16 Bit and you can adjust the resolution.

You can also get to the display by clicking on a blank area on the desktop and select Properties.

My monitor gives 16-bit color at 640x480, but will only offer 256 colors at 1024x768 -- and only displays 16 colors when I select that... In order to access resolution options, I have to go into Advanced...

The monitor has no influence here - something is wrong with your video card: either its driver is missing (or corrupted) or the video chip has failed.
Uninstall all the drivers for the video(except the generic VGA one), from Programs and Device Manager
http://pcsupport.about.com/od/windows7/f/open-device-manager-windows-7.htm
and reboot several times then go to Dell
http://support.dell.com/support/downloads/index.aspx?c=us&cs=19&l=en&s=dhs
select your pc and get the correct driver.
If that doesn't fixes it then the video chip has failed, you will need to buy a new video card.

It only displays 4bits

If your computer monitor displays 4 bit color and a resolution of 640X480 and you cannot increase the color bit and the screen resolution then the display graphics card driver was not installed or the wrong graphics driver was installed.
Install or re-install the correct graphics card driver.

Screen sizing

Your problem is that the correct video driver is not installed and therefore cannot use all the video RAM.(the XP version of the video driver won't work with Win98).
When you adjust to True color at a higher resolution it drops to a lower resolution because it has insufficent video RAM, but you will get a higher screen resolution at a 16 bit color because it requires less memory (video RAM).
Install the Win98 driver for the graphics card and then it can use the full video RAM at a higher screen resolution with 32 bit color.
