First you disconnect the ATX 4 pin connector (12v, two yellow and two black wire ) from the motherboard and try. If the motherboard is switching on the problem is related to your motherboard cpu core voltage section.

It seem that changing the mother board was needed to confirm as there seems to be a problem related to non communication of the mother board with the CPU, RAM and sections.
Swap and confirm.

Motherboard always cut off a few second after being power on.

I suspect that your cooling fan has stopped working or the sealing mating between the fan surface and the CPU is not intact. These fans quit working because dirt and grime gets into the fan shaft and friction slows the fan . also if the fan gets accidentaly moved on the CPU, then this breaks the heat transfer tape between the CPU. This over heating causes the CPU to fail. Open the machine and observe if the fan is running correctly.

Cpu fan > just stops working

Most likely there is some kind of software management of the fan.
Boot to the BIOS CMOS settings, and see whether there is a "Quiet Fan" or "Q-Fan" setting (or the like) enabled.
Disable this by selecting "Fan runs always".
If you could provide the model number of the desktop, I may be able to give you more specifics.

The fan not working

Hi,

The CPU Fans, once they stop, you should only replace the entire FAN assembly, as it cant be serviced individually..The coil present in the mtor should have burned, this is the common cause for the fan failure

This heatsink & fan assembly can be bought for your system from the below link

http://www.skyline-eng.com/index.cfm

Under the window: Search by Machine click the dropdown menue & choose your system
Most CPU fans come with the heatsink. Try not to buy a fan that comes with a grill over it. That slows the fan down & makes the fan work harder.

No beep,No Display on my monitor, only CPU heatsink fan is moving

have you thought about changing the battery on the motherboard, also checking that the fan on the cpu is seated properly with enough heatsink paste as both these issues will stop the pc from booting
