Can't get into BIOS on my Toshiba Laptop

Hi
No manufacturers password that I have ever heard of but you can remove your keyboard and disconnect the mother board (BIOS) battery. Leave it disconnected for a few minutes. When reconnected the password should be gone. A few laptops actually have a jumper to do this.

I would take a butter knife and pop off the keyboard, clean it out, make sure the two metal objects are aligned and pop it back in.
