The first thing to do is to run whichever spyware checker you have installed and see if it can detect anything wrong.
Run an antivirus scan to see if that picks up anything that can be easily remedied.
Then reboot your machine in safe mode and run the spyware checker again.
This will defeat some of the spyware that uses older technology to conceal itself and resist removal.
Modern spyware protected by current rootkit technology will be hidden even in safe mode. This is where even the best spyware remover software fails. There are only two options from here:-

When i start my computer I get message

This error is caused by a browser plugin, which is not able to find the proper .dll (dynamic link library) file.  Many of us would consider the software you are using spyware or malware, as it is caused by programs such as MyWebSearch.  You may have downloaded addons such as smilies or cursor mania.  I would recommend uninstalling and removing any toolbars or addons that you have installed, as these are likely spyware or malware.

I have this problem with my laptop an error message appears when starting,Error loading C:\PROGRA~1\MYWEBS~1\bar\1.bin\MP3 PLUGIN.DLL.How do i fix this?i have tried to go to the start menu to search for...

That is a file associate with the My Web Search malware. You need to run a spyware scan and get rid of that program, the sooner the better. Your virus scanner might pick it up, but I prefer Spybot Search & Destroy - it's free and still the best one available.

You can also remove the whole thing manually -

M3plugin.dll error

From what I have found it is due to spyware. Here is a forum that has some fixes. Be very careful when making changes to the registry. You could end up worse than you are now.

BTW, you aren't alone. There are over 40 other Fixya users dealing with this issue. Make sure you are using a good antivirus/antispyware program.

Look like that file is related to MyWebSearch, a common spyware app.  You can remove it from startups by start>msconfig

From there you can click the startup tab.  This will show all programs that load when you turn your computer on.  Find m3plugin and uncheck it.  Feel free to remove any application you know you don't need running right off the bat (if you're not quite sure what it is, google it.  If you're still not sure.... leave it alone).  Click apply and you will be prompted to exit with our without restarting your computer.

That file belongs to the My Websearch toolbar, which is malware. If you have
recently cleaned up your computer to remove malware, then a reference was
left in Startup. See below for how to manage your Startup. If you have
*not* recently cleaned up your computer, you need to do so. See below for
general malware removal steps.
You need to run a scan for malware search web for FREE program to do this make sure its the full program that will scan and DELETE malware not just scan
Or go to start/find/type in the dll name when found right clicck it and delete it
