Velbon tripod leg lock (by 4 users)

The plastic flange on one of the leg locks on my Velbon chaser EFL-3 tripod broke off. Is there a way to replace the leg lock?

I have a vivitar VPT 3600 tripod . The plastic/nylon stop on one of the legs broke and fell out. Where can I get a replacement?
