Hi
You can try the following steps to resolve the Code 19 issue.
1. Click Start.
2. Click Run.
3. In the "Open" field type REGEDIT.
4. Click OK.
5. Click "File" in the menu bar.
6. Click "Export" from the drop down menu this will open a new box.
7. Click the down arrow beside "Save In" and select "Local Disk (C".
8. In the File Name field type BACKUP.REG.
9. Verify that under the “Export Range”, that the radio button is beside "All".
10. Click Save.
11. Click the plus sign (+) beside HKEY_LOCAL_MACHINE.
12. Click the plus sign (+) beside System.
13. Click the plus sign (+) beside CurrentControlSet.
14. Click the plus sign (+) beside Control.
15. Click the plus sign (+) beside Class.
16. In the left hand window pane click on {4D36E965-E325-11CE-BFC1-08002BE10318} to select that key.
17. In the right hand window pane select the UpperFilters registry key and press the delete key on the keyboard.
18. Confirm with an OK.
19. In the right hand window pane select the LowerFilters registry key and press the delete key on the keyboard.
20. Confirm with an OK.
21. Click the "X" in the upper right hand corner of the Registry Editor window to close it.

Do you receive the following error message?
Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. To fix this problem you can first try running a Troubleshooting Wizard. If that does not work, you should uninstall and then reinstall the hardware device. (Code 19)
Code 19 is a common error message, your computer sends because NERO, Roxio, and similar CD/DVD recording software and also and update for Windows VISTA (KB938194) is causing issues. It can create problems with your sound as well.
Even if you uninstall these it will not resolve the issue, because these programs leave the problem inside your registry.
What is happening to your computer?
Device Manager sees the drive, but you get the yellow exclamation mark and it indicates "Your registry might be corrupted. (Code 19)"
How most people try to fix this error – and you are probably doing the same - without any luck…

If you try to uninstall the device and the driver and read new hardware - no change.
You can try to update the driver and the wizard will say there is no better driver found for the hardware.
You can try to run the install CD (copied it to a flash card and ran it from a flash card reader since you can't run it on the DVD drive) - same problem will occur.
You can't do a repair install of Windows since it is on CD and it won't boot properly from the drive.
You can try to use an external DVD writer (HP dc5000) through the USB port and it will get the same code19 error.
Even if you try manually copy the drivers listed in driver details for the device - no luck

The issue is with the registry of the Computer. Please follow the steps to resolve the issue. Please back up the registry before performing the steps.

  • Please press "Windows+R" key to open the Run command, type regedit and then click OK.
  • Please click on File-->Export and then enter the name and select the location to backup the registry.
  • In the navigation pane, locate and then click the following registry subkey:HKEY_LOCAL_MACHINE-->SYSTEM--->CurrentControlSet-->Control-->Class-->{4D36E965-E325-11CE-BFC1-08002BE10318}
  • In the right pane, click UpperFilters.
Note You may also see an UpperFilters.bak registry entry. You do not have to remove that entry. Click UpperFilters only. If you do not see the UpperFilters registry entry, you still might have to remove the LowerFilters registry entry.
  • On the Edit menu, click Delete and select Yes to confirm.
  • In the right pane, click LowerFilters, on the Edit menu, click Delete and select Yes.
Note If you do not see the LowerFilters registry entry, exit the Registry.
  • Exit Registry Editor and restart the Computer.
This should resolve the issue.

Code 19 error indicating corrupted registry. I've tried uninstalling and reinstalling but nothing works. I have the same problem with my memorex DVD ROM/CD RW drive. I think Norton 360 trashed my registry

yeah, if your registry has been trashed. you should use some registry defrag tools to fix it. I know a <a href="http://www.system-tools-software.com/free-registry-defrag/">free registry defrag</a>, you can look for it and have a try. Good luck!

My laptop is saying ive got a code 19 on my burner

Fixing the problem simply involves deleting the filter entries for the third-party device drivers. These entries can sometimes become damaged (which is what produces the "corrupt registry" warning or Code 19 error).

To delete the offending keys, open the Registry and navigate to HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlCl ***\{4D36E965-E325-11CE-BFC1-08002BE10318}. . Delete the keys named UpperFilters and LowerFilters and reboot.

Hi, the error code that you have is a known issue from Microsoft that needs a registry tweaks. Error code means "Your registry might be corrupted (code 19)."

To resolve this problem, remove the affected filter drivers. To do this, follow these steps:1. Click Start, type regedit in the Start Search box, and then click regedit in the Programs list.
If you are prompted for an administrator password or confirmation, type your password, or click Continue.
2. Locate, and then click the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
Caution There can be many instances of the registry subkey that is mentioned in step 2. You must make sure that you are in the appropriate registry subkey before modifying the UpperFilters and the LowerFilters values. To verify that you are in the appropriate registry subkey, make sure that the Default data value is DVD/CD-ROM and the Class data value is CDROM.
3. In the right pane, right-click UpperFilters, and then click Delete.
4. Click Yes to confirm the removal of the UpperFilters registry entry.
5. In the right pane, right-click LowerFilters, and then click Delete.
6. Click Yes to confirm the removal of the LowerFilters registry entry.
7. Exit Registry Editor, and then restart the computer.
