There is a FreeWare utility called Bart PE.
You download it, save and burn a cd. The cd has a executible boot file which will start most operating systems. Once up and running the interface allows you to easily manuver threw your OS saving files in case of hdd failure, back up your files or search for the problem.
I've used it many times with sucess every time!

Tips for a great answer:
In order to format your PC all you have to do is boot from a source other than your hard drive so the drive can be erased. Typically you can use ANY windows install disk/cd if you have one laying around the house. In the case that you dont you could use a bootable cd like Ultimate boot cd.
