My mouse cursor does not move when I move my finger across my mouse.

I'm assuming you're moving the whole mouse, and not just using something like a trackpad. Pick up your mouse, and turn it upside-down. If there's a ball, grab a can of compressed air, squirt it into the edges around the ball, and roll the ball around. If there's a piece of glass, there's supposed to be a red light, called a laser, coming out of that. If there is no light, you'll need to get your mouse replaced.

It's not really a problem but.... what does the side scroll on the rolling wheel on my mouse do? and if it does something what does it do and do i have to set anything?

It has uses, and yes, if you installed the software for your mouse, or it came with your pc, you should be able to go into settings and click on mouse, it will ask you what you would like to assign the wheel to.

My razer deathadder gaming mouse will not work after doing an update to the mouse. I'm not quite sure if it was a windows update or a mouse update but it will not light up now, only the wheel lights up...

Try rolling back the driver within the device manager to the previous driver. then dont take any more microsoft driver updates for it. Microsoft updates are generic in nature and don't always work correctly with high performance accessories such as this.
