Washer just not working, filled with dirty water but controls are not responding

If the Fill light is flashing or H2O SUPPLY is scrolling on the display (2015 and newer models): the washer will initiate a 3 or 4 minute lock-out period (depending on model). The washer controls won't respond or change during this time. After 3 or 4 minutes, you can choose your settings and press Start. Unplugging the washer will start the 3 or 4 minute lock-out period again.

My wife developed a new idea about filling her toploader; first fill with water, then put the dirty washing in. No surprise, the dirties displaced the water which then spilled out on the floor. If you put the dirties in first it works the way it should. If this is not your problem you need to look for the water level sensor which is basically a tube sticking down into the water, most often in the back left corner. This could be blocked at the bottom with detritus from washables or, not very likely, scale. You may also have a defective sensor and need to replace it.

If it is filled with water, it should be pumping out. If it does not, the control is likely bad. These controls have a VERY high rate of failure, so I suspect the control is faulty. However, try unplugging it first for about 5 minutes before replacing control.

It is very possible for it to be a valve failur as these machines have a temperature control incommon, It recieves voltatge through the temp control.

Check your control board and the relays. This will be a power control problem meaning that you are calling for power and the system is not responding most likely due to a bad control board

I would also think it is a lid switch although this sounds like a pump is freezing up the works, can you hear a hum when you pull out the dial? If you can I would pop the access panel on the back and pull the dial out watching the motor to see if it pulls to one side.
