The instructions for this procedure are quite involved if you are talking about formatting and reinstalling the laptop operating system software. You need to have these things:
A Legitimate copy of the Operating system software on an official microsoft release CD that is bootable. Then you go to the bios in the startup usually by pressing the delete key while laptop is booting. then go to the boot proiority list and make sure the cd drawer is in the first option. Reboot the computer and then when the option to boot from cd comes up, press any key and it will boot from the cd.
Once the installation options appear, you need to select the hard disk to use and then select the format and install Windows XP. Select format using NTFS filing system and then the process starts to format the drive and install the file need to complete setup.
Once the GUI portion of set up installs and you have logged in for the first time, don't forget to change the boot priority back to the hard disk!
Hope this helps :D

When I turned laptop on,it just goes to black screen with alittle line flashing in top right corner.

This is the way in which the BIOS of the laptop is telling you that it can't find Windows - it has been completely corrupted.
There is only one single thing left to do - reinstall it using the recovery cd that came with the laptop when you bought it. If the problem returns quickly then the corruption was caused by a failing hard disk - replace the disk and reinstall one more time.

My laptop keeps restarting all the time after i turn it on it only say TOSHIBA pres F2 for the boot and thats it. my laptop is TOSHIBA portege 7200

It seems to be a hard drive failure.
Your laptop can not see the boot files.
Try to repair windows using recovery disc or to reinstal a fresh copy of windows.
if you are installing a fresh copy and you will get a error message like no hard disk found.. try to check hard disk.

What wifi card is compatable with the toshiba protege 7200 cte seies?

I haven't found any PCMCIA WiFi cards that is NOT compatible with the 7200 cte's. However, the 3COM XJack wireless cards probably make most sense - a pop out antenna when needed - due to the location of the pc card slots in this laptop.
