No OS mentioned but this should work. Got into Control Panel/User Accounts and delete[yes Delete] all presently identified accounts. reboot. now go into User Account and do a new one.
Also, you did not mention if you are sole Administrator--ensure you have the privileges and are not a sub-account user with limited privileges.
