Question about Motorola Mobility TracFone® V170 Cellular Phone
Try rubbing the battery connections with a pencil eraser. Sometimes they just get gunked up and won't make a full connection.

How long have you had the battery? Also did you buy a 'new' or 'reconditioned' phone. In theory they should both work the same way, but you never know. The V170 has a short battery life, that's a known issue. Is the connector on the battery okay on both the phone connection and to the battery side? Need more info though hopefully these suggestions might give you more things to look at!
