If your PS3 lags or freezes when loading content from the hard drive, the drive either lacks free space or is faulty. To create more space, try removing items from your hard drive or getting a new hard drive with a higher storage capacity. A faulty hard drive must be replaced.

Also, you should check on the hard drive health. You can remove the SATA hard drive from your PS3, connect it to a SATA to USB connector, and run a health checking program such as HDTune Pro.
If the hard drive is fine, your PS3 (the older models, anyways) could be slowly dying. All hardware have a "bathtub curve", which determines when it breaks down. Video game consoles, especially younger models of them, tend to die slowly after 4-5 years.
Ok you need to go to playstations website and find a update for your dashboard and put it on a memory stick or sd card if you have a older ps3. You have to download it onto the memory stick just like playstation says then you put the memory stick in the ps3 and it should start updating from the memory stick. I've fixed several ps3s with the same problem. Your hard drive probably didnt download the update all the way so its sticking when you turn it on and restarting trying to do the same process over and over again stopping in the same spot.
How are you restoring it? You need a memory stick and you need to find the update on playstations website and follow instructions on how to save it to the memory stick. Then you insert it in the ps3 and it should start restoreing from the memory stick. Atleast this is how you do it when your putting a new hard drive in your ps3 or a used laptop hard drive. It wont restore if it doesnt know what programs to put on it.
I received this today and first I downloaded the update via the web on your computer to a USB flash drive. Once downloaded create the folders PS3 and the folder UPDATE within PS3. PS3\UPDATE. Move downloaded file into the UPDATE folder. (folders must be in CAPS). Then when the unit is off press and hold the power button until it beeps 3 times. A menu should come up on the screen. Select the option that states update system software (I believe its 6). The unit will update via the flash drive. After that the unit will restart and should be updated and working.

steps still does not solve the problem, then I think will have to update

then on one of them there are delete cookies and the delete the others
as well as cookies.
You could also try this as well: put the PS3
on then press the eject button (with no disc in) then hold it and switch
the PS3 off at the back with your finger on the eject button still
holding it, then put it back on and the fan test should be working this
may cool it down. It might be over heating.

lens is weak and that's why it cannot read any disc.

Is this when you try a second and third time to download the same movie? Try a different one. Update to version 2.2 (came out last night). It has upgraded reliability for the internet. Hopefully that helps. Good luck!!
