Although I don't have much hope for this, it is what I would try first:
Plug the monitor into a different system to make sure the problem is not from your video card or circuit.
This will probably show the same black line since the signal received by the monitor can't really cause this kind of problem.

I'm afraid that either the LCD panel itself has a failed driver (hardware, not software) or processing prior to this is faulty.
That line is being caused by all pixels being turned on hard, producing the maximum possible black.

Most all of the components inside are placed and soldered by robots and boards are often not economically repairable.
This kind of problem is becoming more common as China takes the plowshares away from farmers and makes assembly technicians of them.

it sounds like you have a small crack on your screen that has gotten worse over time, these black areas are where the lcd crystals aren't active anymore, unfortunately there isn't allot you can do apart from buy a new screen or put up with the black lines.

How to open gateway FPD 1765 LCD CASE OR BACK COVER

At Last! Okay this is how you open a Gateway FPD 1765 monitor. This Monitor open from the front first to reveal 4 screw under the black trim. Lay the screen face up, NOT FACE Down. So that the GATEWAY LOGO is looking at you. Carefully, lift up the black plastic trim slide a knife or slim tool, or your fingers will do,lifting the trim up a off. BE CAREFUL NOT TO BREAK THE POWER BUTTON WIRES, near the power on button. Then remove the 4 screw holding the back cover on. When you remove these screw the monitor is free, but careful there are 2 set of thin short wires that need to be un plug. You should be able to go for there.

I will assume you have already try this monitor with other PC? You should also set the PC VIDEO output resolution to be at native resolution of this monitor, which is 1440x900 @60Hz.

Where can you buy capacitors for my fpd 1975w monitor

They are available in electronic components stores. Use Google to search the Internet for a store near you or purchase them over the Internet.
Make sure they match the capacitance of the existing capaciyors and the voltage rating to be the same or greater.

Lines across screen

The screen you have is almost certainly on the way out. This type of fault is in the Horizontal Flyback section of the Monitor. Usually components fault or age and change value, these lines are normally "Turned Off" so ya can't see them, that "Turn Off" circuitry is going faulty.. it will only get worse. I suggest a new, or 2nd hand monitor as they are so cheap these days fixing CRT monitors can be cost prohibitive.

A thin horizontal line across the screen

I know I have seen thin lines in the past on older CRT monitors, these are usually wires which support the aperture grill. LCD is just a panel so this must be something different. What color is the line? It is probably an error in the scanning process.
