Plug the power cable in, and switch the socket on. If there is no amber light on the power button, check the following:
1. The plug, fuse & socket itself.
2. The internal power supply of the TFT. These can be replaced, and sourced from various places. I repair these monitors, and use one myself, but don't have any (working) PSU's in stock. The best thing you can do is not to chuck it, but have it tested, and get the supply replaced.
If the power light does work, there is power, and either there is not enough power to fire it due to a failing PSU, or the inverter that lights the CCFL tubes has blown (and there's 4 tubes!), or another problem somewhere. It's been a while since i repaired one of these, but i can tell you it's not for general DIY'ers.
Best to take it to a professional repairer, or Dell, and let them sort it. They're expensive monitors, and lovely too. I won't even take the cover off mine either, unless i had to. There's 4 screws under where the stand clips, but Dell have the casing clipped together all the way round, and using a screwdriver to pop it off can damage it.

If there is no power light, check the plug & fuse (and the socket) If that fails, the internal power supply may have failed. Try replacing that.

Could be dead, but check to ensure that you are using the monitor ONLY, not TV tuner device. as a standalone, not hooked to cpu if there is no power light when plugged in assume your buying a new monitor.
