Hello sir ! The mobile phone has a processor IC which is it's CPU if it stops working the phone goes dead. So If that thing isn't working then it wont be able to fix. Buy a new phone for us self and throw that phone away. :-) Thank you
check if you have balance on the cell phone. you can get this by typing the following;
*123# and then press call receive button, you should see the balance remaining. If it is less than a outgoing call then you will be unable to make outgoing call but you can receive incoming calls.
If you have sufficient balance but still unable to make outgoing calls then your mobile operator must have disabled it for various reasons like bill payment, security confirmation etc. You will need to contact your mobile service provider and have it enabled
