The instructions for programming tax for the Casio PCR-T275 can be found in the full user manual. I can only think you do not have that.

The instructions begin on Page 17 of the manual. Page 2 of the manual gives a phone number which can be called for programming assistance.

Its worth a look in your phone system settings (possibly under 'Mobile + Sim settings) to make sure Data Connection is "ON"

Hi Marilyn - As military time is the same as 24 hour time, did you mean you'd prefer to display 12 hour time rather than 24 hour time?

The phone's manual explains how to alter the clock format so I've copied the relevant part for you.

EASY SET-UP
To set up display options using the Easy Set-up Wizard:
1. Press the Center Select Key [MENU], select Settings & Tools and press the Center Select Key [OK]. Select Display Settings, press the Center Select Key [OK], select Easy Set-upthen press the Center Select Key [OK].

2. Select the display settings including the PERSONAL BANNER, DISPLAY BACKLIGHT, KEYPAD BACKLIGHT, MAIN WALLPAPER, DISPLAY THEMES, MENU LAYOUT, DIAL FONTS, MAIN CLOCK FORMAT, FRONT CLOCK FORMAT, and press the Center Select Key [SET].

To skip the step, press the Right Soft Key D [Skip].

This is most likely a broken data ribbon. It is a few very thin wires that connects the mother board of the phone to the screen and can easily break with flip phones. It can be replaced and new data ribbon is cheap.

Let it charge for 24 hours before trying again. Battery may be too weak to light up the display yet.
